PACTS II

 

Lukos-VATC Joint Venture II was awarded Functional Category II under the PACTS II contract.

Functional Category II : The Contractor shall provide the full range of FC2 – Administrative (A) and Operations (OS) Services to meet the mission needs of DHS. As identified in Task Orders (TOs), the services provided under PACTS II will support DHS on a nation-wide basis. The services under PACTS II will not be used for outside the continental United States. (OCONUS).

  • Administrative and Operations Services. The Contractor shall provide day-to-day office administrative support services, such as financial planning; billing and recordkeeping; and personnel. Additionally, the contractor shall provide a range of business operations support services to include letter drafting; document editing or proofreading; typing, word processing or desktop publishing; and other secretarial services, answering telephone calls and relaying messages to clients, postal and mailing services and one or more other office support services, such as facsimile services, and word processing services.
  • Court Reporting and Stenotype Services. The Contractor shall also provide verbatim reporting and stenotype recording of live legal proceedings, and transcribe subsequent recorded materials and any other business support services, for example address bar coding services, bar code imprinting services, and mail presorting services.

Team LV

Lukos-VATC Joint Venture II LV leads the PACTS II team. Lukos LLC (Protégé) and VATC, Inc. (Mentor) comprise this Joint Venture. The benefit of this relationship is that VATC has mentored Lukos to hone its processes, especially in the area of staffing and human resource management. LV has five offices and is currently operating in 28 locations in 18 states coast to coast. We are currently leading staffing activities on multiple IDIQ contracts, including a $35M single award IDIQ with a $13.6M TO. We will leverage our experience running large contracts and managing large teams of subcontractors to ensure success managing and staffing PACTS II task orders.

Lukos – JV member Lukos is an experienced prime contractor delivering training and technical support to all four military services. Lukos is currently delivering realistic military training services, operations and training lessons learned, headquarters and field exercises and associated training analysis, security cooperation, and special operations accession and assessment support. Additionally, Lukos has the experience and knowledge on how to incorporate and exploit new technologies into training and exercise scenarios through their work with USSOCOM’s Science & Technology Directorate and various other Program Executive Offices (PEOs).

Visual Awareness Technologies and Consulting  – JV member VATC has been providing Army and special operations training and exercise products and services since 2003 and is currently supporting 27 contracts as a prime contractor and as a subcontractor.  90% of VATC’s employees are veterans of military and public service as Special Operators; Air Force, Navy, Marines, or Army Operators; Intelligence Analysts; and International Development experts. Their operational and intelligence know-how coupled with our technical expertise in visualization, simulation, augmented reality, software development, and networking is transforming mission readiness.

AC4S – AC4S is an agile professional services firm with a dozen years history exceeding customer expectations in challenging, non-permissive environments. With a geographically dispersed global workforce, AC4S provides services to include: Mission Support, C5ISR, and Professional and Technical Services.

Diversified Reporting Services, Inc. – DRS, a woman-owned small business, has been one of the most successful court reporting companies for DHS over the last decade. They have provided court reporting services to DHS, US Secret Service, and TSA. Additionally, they support the Department of Justice, US House of Representatives, and the Executive Office of the President. They currently hold a large IDIQ with the Securities and Exchange Commission that covers court reporting requirements nationwide. DRS has a large incumbent staff of court reporting professionals. They can quickly reach thousands of qualified candidates nationwide through membership in the American Association of Electronic Reporters and Transcribers (AAERT) and the National Court Reporters Association (NCRA).

Five Rivers Services, LLC – Five Rivers, a Small Disadvantaged Business, operates in 28 locations across the United States, Iraq, Afghanistan, and Kuwait. They support their customers with full-spectrum IT services, including Command, Control, Communications, Computers, and Information Management (C4IM), secure/non-secure Video Teleconferencing (VTC), Multimedia/Visual Informations, Space Operations, Environmental Services and Training Support Services for the Federal Government.

GAP SolutionsGAPSI, a mission solutions provider, works as a trusted partner with the federal government to develop and implement solutions to their complex challenges. They provide the following diverse service offerings: Security Management, Public Diplomacy, Process Management and Outsourcing, Human Capital, Health Services, Business and Technology Services.

Kforce – Kforce is one of the nation’s largest staffing firms. They have over 1000 full-time recruiters on staff. Their database of more than 4 million pre-qualified resumes gives them the ability to rapidly identify and qualify candidates for projects.
